Exodus 22:28 commands: “You shall not curse God, nor curse a ruler of your people.”
It should be instructive to us that God puts the prohibition against cursing our rulers in the same verse as the prohibition against cursing God Himself.

This is because God Himself has placed those who are in authority over us, and we are to respect them as an extension of His sovereignty. Romans 13:1 says “Let every person be in subjection to the governing authorities, for there is no authority except from God, and those which exist are established by God.” Thus we are not to curse those whom the Bible says our Lord has placed in positions of authority. And to emphasize the importance of it, God placed this command in the same verse as the one against cursing God Himself!

Now, to keep this truth in balance, this verse does NOT teach that we are meekly receive every evil that those who are in power would promulgate among us. It does mean that we are not to curse our rulers; rather we are to speak OF them, and TO them, with the respect that should always characterize those who believe that it is God who ultimately places men in positions of authority.
